Indonesia Opens High-Integrity Carbon Market to Drive Green and Inclusive Growth

The Ministry of Forestry, together with Standard Chartered, the Indonesia Climate and Growth Dialogue (ICGD), the Business Partnership for Market Implementation (BPMI), and the International Emission Trading Association (IETA), held a High-Level Breakfast Roundtable titled “Indonesia’s High-Integrity Carbon Market: Toward a Green, Resilient, and Inclusive Future” in São Paulo, Brazil, on Friday (November 8, 2025).

The event took place on the sidelines of the Leaders Summit and the opening of the COP30 UNFCCC, aiming to strengthen Indonesia’s readiness to develop a high-integrity carbon market capable of attracting investment for climate action.

The Presidential Envoy for Climate and Energy, Hashim Djojohadikusumo, accompanied by the Minister of Forestry, Raja Juli Antoni, stated that the President had signed Presidential Regulation No. 110 of 2025 concerning the Carbon Economic Value and National Greenhouse Gas Emission Control. This regulation establishes a strategic framework for building a credible, transparent carbon market ecosystem that benefits local communities in line with sustainable development principles.

Hashim emphasized that Indonesia is ready to become a global hub for a high-integrity carbon market that delivers real climate impact while creating jobs and strengthening community economic resilience.

Meanwhile, Minister of Forestry Raja Juli Antoni highlighted the strategic role of the forestry sector in providing high-quality carbon credits. He noted that the Ministry is preparing four derivative regulations to strengthen carbon market governance, including revisions to several ministerial decrees and the formulation of new rules on the utilization of environmental services within conservation areas.

“Our goal is to mobilize up to USD 7.7 billion annually through carbon transactions and ensure that every ton of emissions can be traced, verified, and accounted for,” said Raja Juli Antoni.

At the same event, Standard Chartered Indonesia CEO Donny Donosepoetro stated that the issuance of Presidential Regulation No. 110/2025 marks a major milestone in Indonesia’s journey toward establishing a high-integrity carbon market.

In addition, the Ministry of Forestry signed a Memorandum of Understanding (MoU) with the Integrity Council for the Voluntary Carbon Market (ICVCM) to strengthen Indonesia’s voluntary carbon market. The partnership covers capacity building, technical assistance, and the alignment of Indonesia’s forestry carbon credits with the Core Carbon Principles (CCPs) — the global benchmark for credible carbon markets.

ICVCM CEO Amy Merrill expressed her support for Indonesia’s efforts to ensure that national forestry carbon projects deliver real climate impacts and contribute to sustainable development.

With a solid regulatory foundation and strategic international partnerships, Indonesia reaffirms its position as a global center for a high-integrity carbon market, in line with the government’s vision to advance green, inclusive, and resilient economic growth.
