Ministry of Forestry and ICVCM Agree to Strengthen High-Integrity Carbon Market in Indonesia

The Ministry of Forestry of the Republic of Indonesia (MoFor) and the Integrity Council for the Voluntary Carbon Market (ICVCM) have signed a Memorandum of Understanding (MoU) to enhance collaboration in developing a high-integrity voluntary carbon market ecosystem in Indonesia.

The signing took place during the High-Level Breakfast Roundtable at the Sustainable Business COP30 (SBCOP) in São Paulo, Brazil, on Friday (November 8, 2025).

The event was attended by international carbon market players, financial institutions, and representatives of the Indonesian government to discuss Indonesia’s strategic steps toward becoming a leading hub for a high-integrity global carbon market.

Minister of Forestry Raja Juli Antoni stated that this cooperation is not merely a technical partnership but part of Indonesia’s broader strategy to become a global leader in developing a credible and transparent carbon market.

“This collaboration reflects our determination to ensure that Indonesia’s carbon market is built upon trust, integrity, and national sovereignty,” said Minister Raja Antoni.

He emphasized that by aligning Indonesia’s systems with global standards such as the Core Carbon Principles (CCPs), the country is laying a strong foundation for sustainable, science-based forest management that benefits indigenous peoples and local communities.

Through this MoU, ICVCM will support the Ministry of Forestry in building capacity among officials, project developers, and stakeholders through training, knowledge exchange, and the strengthening of measurement, reporting, and verification (MRV) systems. Both parties will also work together to raise public awareness about opportunities and integrity assurance in the voluntary carbon market.

Lorna Ritchie, ICVCM’s Director of Public Affairs, welcomed the partnership and emphasized the importance of collaboration to ensure that Indonesia’s carbon market is globally connected while remaining locally relevant.

“A carbon market must be high in integrity, internationally connected, and beneficial for communities at the local level. Working with Indonesia’s Ministry of Forestry will reinforce these goals,” said Ritchie.

The Ministry of Forestry views this partnership as a significant step to accelerate access to climate finance while maintaining a balance between biodiversity conservation and community welfare.

Through this collaboration, Indonesia reaffirms its role at COP30 UNFCCC as a tropical forest nation committed to positioning its forest ecosystems as a cornerstone of a high-integrity global carbon market.
